Overview for Chinese Applicants

China is one of the top three source countries for Canadian immigration. Each year, tens of thousands of Chinese nationals are invited through Express Entry to become Canadian permanent residents. Chinese immigrants have played a vital role in building Canada's economy, particularly in technology, engineering, finance, and academic research.

Canada's Express Entry system manages three federal programs: the Federal Skilled Worker Program (FSW), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FST). Chinese applicants frequently qualify through FSW from abroad or through CEC after gaining Canadian work experience, often following completion of a Canadian degree.

The Chinese Canadian community numbers over 1.7 million people, with deep roots in cities like Vancouver, Toronto, Montreal, and Calgary. This large and established community provides cultural infrastructure, business networks, and social support for newcomers.

Eligibility Requirements

Federal Skilled Worker Program (FSW)

Chinese applicants commonly qualify through the FSW program with backgrounds in technology, engineering, finance, and science. Requirements include:

• Work experience: One year of continuous full-time skilled work in the past 10 years in a TEER 0, 1, 2, or 3 occupation
• Language ability: Minimum CLB 7 in English or French across all four abilities
• Education: Post-secondary credential with an Educational Credential Assessment
• Selection grid: Score at least 67 out of 100 on the FSW grid

Canadian Experience Class (CEC)

Many Chinese nationals enter Canada as international students, complete degrees at Canadian universities, obtain Post-Graduation Work Permits (PGWPs), and then apply through CEC. This study-to-PR pathway is extremely popular among Chinese applicants.

• Engineering: Civil, mechanical, electrical, and chemical engineering

Important language note: Mandarin and Cantonese proficiency does not contribute to CRS points. Only English and French language abilities are scored under Express Entry.

Language Tests Available in China

IELTS (General Training)

IELTS is widely available across China. Major test centres include:

• Beijing: Multiple centres throughout the city
• Shanghai: Several testing locations
• Guangzhou and Shenzhen: Multiple centres in the Pearl River Delta
• Chengdu, Hangzhou, Nanjing, Wuhan: Centres in all major provincial capitals

IELTS slots can fill up quickly in China, especially during peak application seasons. Book at least 2 to 3 months in advance.

CELPIP (General)

CELPIP availability in China is limited. Check the CELPIP website for current test locations, which have been expanding to cities like Beijing and Shanghai.

PTE Core

PTE Core centres operate in Beijing, Shanghai, Guangzhou, Chengdu, and other major cities. The computer-based format and fast results make it popular among Chinese applicants.

French Language Tests (TEF/TCF)

Alliance Francaise centres in Beijing, Shanghai, Guangzhou, Chengdu, Wuhan, and other cities offer the TEF Canada and TCF Canada. Learning French is a highly effective CRS-boosting strategy for Chinese applicants who already have strong English scores.

Educational Credential Assessment (ECA)

Recognized Assessors for Chinese Credentials

• WES (World Education Services): The most popular choice. WES requires Chinese credentials to be verified through CDGDC (China Academic Degrees and Graduate Education Development Center) or CHESICC (China Higher Education Student Information and Career Center) before being sent to WES.
• IQAS, University of Toronto CES, BCIT ICES: Also accept Chinese credentials

Chinese Education System Recognition

• Four-year bachelor's degrees from recognized Chinese universities are generally assessed as equivalent to Canadian bachelor's degrees
• Three-year diploma programs (dazhuan) are typically assessed as below bachelor's level
• Master's and doctoral degrees from recognized institutions are assessed at their equivalent Canadian levels
• Degrees from Project 211 and Project 985 universities are generally well-recognized internationally

Important Process Notes

The verification through CDGDC or CHESICC is a unique requirement for Chinese applicants and adds time to the process. Start this step early, as it can take 20 to 30 business days for verification, plus additional time for WES to complete their assessment.

Documents Specific to China

Police Clearance Certificate

Chinese applicants need a Police Certificate (no-criminal-record certificate) from the local Public Security Bureau (PSB). The process:

1. Visit your local Public Security Bureau (gongan ju) or its designated service centre
2. Submit required documents: Hukou booklet, ID card, passport, and application form
3. Fingerprinting: Completed at the PSB
4. Processing time: Usually 7 to 15 business days
5. Notarization: The certificate must be notarized by a Chinese notary public
6. Authentication: May need authentication by the Chinese Ministry of Foreign Affairs for use abroad

If you have lived in multiple cities in China, you may need certificates from each location, though typically only the most recent place of residence is required.

Medical Examination

IRCC panel physicians operate in major Chinese cities:

• Beijing: Several designated clinics
• Shanghai: Multiple panel physician clinics
• Guangzhou: Panel physicians available (Guangzhou also handles US immigrant visas, so infrastructure is strong)
• Chengdu, Hangzhou, Shenyang, Fuzhou: Additional locations

Cost is approximately RMB 2,000 to 3,500 depending on location.

Additional Documents

• Hukou (household registration): While not directly required by IRCC, it may be needed for obtaining other documents
• Birth certificate: Notarized copy from the local notary office
• Marriage certificate: Notarized copy if applicable
• Employment reference letters: On company letterhead with specific duties and dates
• Degree certificates and transcripts: Originals with notarized translations

CRS Score Tips for Chinese Applicants

Typical CRS Profile

A common Chinese Express Entry applicant profile:

• Age: 25-33 years
• Education: Bachelor's or master's degree
• Work experience: 2-5 years in technology or engineering
• IELTS: 6.5-7.5 overall
• CRS score: 440-490 (single applicant)

How to Improve Your CRS Score

1. Focus intensively on English: Many Chinese applicants lose significant CRS points due to language scores, particularly in writing and speaking. Invest in preparation courses and practice. Moving from CLB 8 to CLB 10 across all abilities can add 30+ points.

2. Learn French: This is one of the most effective strategies for Chinese applicants. French courses are available through Alliance Francaise centres. Even NCLC 5-7 can add 15-30 extra points.

3. Provincial Nominee Program (PNP): BC PNP (Tech stream), Ontario Immigrant Nominee Program, and Alberta PNP all have Express Entry-linked streams that recruit heavily from Chinese applicant pools. A nomination adds 600 CRS points.

4. Canadian education: Many Chinese applicants improve their chances by completing a Canadian degree or diploma first, gaining Canadian education points plus Canadian work experience through a PGWP.

5. STEM category-based draws: IRCC's category-based draws for STEM occupations benefit many Chinese applicants in technology and engineering fields.

6. Maximize work experience: Ensure all skilled work experience is properly documented and falls within eligible TEER categories.
